Refurbishment of Complejo Juan XXIII in Alicante.
Refurbishment of Complejo Juan XXIII de Alicante, a set of 250 homes located in a neighborhood of the same name in Alicante.
This complex is more than 40 years old. The original construction was unsophisticated and of average quality and in all of its 40 years in existence, it has not been maintained, repaired or refurbished. Therefore, due to a combination of the natural aging of the materials, the lack of maintenance and even neglect by the owners, the buildings have been left in a poor and rundown state.
For this reason Complejo Juan XXIII urgently needed an intervention in the form of complete refurbishment.
Alicante city hall through the Patronato Municipal de la Vivienda (Municipal Housing Board), acting by virtue of provisions of the current Regional and State Housing Plan, as manager of the refurbishment, commissioned the Complejo Juan XXIII refurbishment project for the community of homeowners of modules 250 houses of Juan XXIII, taking the reins and taking action to resolve the problem.

Following the preparation of the relevant report, Proyecto de Obra (work project) and release to Licitación Pública del Contrato (public tender) of the contract for the renovation of Complejo Juan XXIII, ultimately our company Esclapés e Hijos S.L. won the Concurso de Licitación (bidding contest), and thereby the rights to the execution of said works.

Organisation of the job
The job is split into 3 phases.
The first Phase – or Phase 1 from here on out – comprises of the refurbishment of buildings and up to a total of 102 homes, plus two commercial premises and communal areas in the urbanization.
The work, which includes the planned refurbishment, is the repair and/or structural reinforcement, renovation of the plumbing and sanitation facilities, general waterproofing of the building, repair of faults in facades, improvement of community facilities and improvement of the living conditions overall.
Buildings that fall within our remit generally have the same structural pathologies located in plumbing frameworks and in wet rooms (bathrooms, toilets, kitchens and galleries). Exposure to the conditions in these rooms in terms of humidity and temperature, has resulted in damage to structural elements of the building making it subject to repair and/or reinforcement.
CARRYING OUT THE JOB
Work on the structure ranges from the simple recomposition of damaged concrete, and/or treatment of steel reinforcements affected by rust and corrosion, and/or the total replacement of this structural element. For this type of repair and structure reinforcement work, innovative techniques which are at the forefront of construction industry are employed, such as the use of state-of-the-art repair materials, carbon fibers or even the mechanised reinforcement of structures.
Another no less important task outlined in the contract is the renovation of the plumbing and sanitation facilities.
The state of repair of these facilities has been responsible for damage to structures and conditions that have affected the habitability of homes and other units in the complex. Moisture caused by the poor condition of these facilities has been the cause of the structural damage mentioned above.
It is therefore necessary to take action as soon as possible, because if the root of the problem is not addressed, the damage will occur again despite efforts to repair and refurbish the structure.
The difficulty with the work on the sanitation installation is that this installation is made of fiber cement. This work involves dealing with highly toxic and dangerous material.
The removal and replacement of the fiber cement sanitation pipes must be carried out in compliance with the fiber cement disposal protocol. A specific action plan must be written up and presented before the Organismo Público Encargado (public body in charge), detailing the execution of the works in accordance with the protocol , transport and hazardous waste management.
By grace, Esclapés e Hijos S.L. is well-prepared and authorised to work with fiber cement waste management, registered with the registry of authorised companies for this line of work, making us the only choice to effectively manage the execution of the job.
Another part of the job is one that affects the habitability of the houses. Of course, entering homes to carry out work on facilities and structural repair has a serious effect on the house, and not only because of the mere condition of the plumbing and sanitation facilities that cause dampness and condensation in the homes.
Yet another part of the refurbishment work is waterproofing the whole roof of the building, and given the age of the property and its state of repair, a good waterproofing is much needed.
The facades of the buildings are also in need of repair work. There are portions of damaged floor, damaged bricks, broken awnings, facade installations etc.
And last but not least is the improvement of accessibility facilities, which means making it passable for people with reduced mobility, allowing easy access and transit through the urbanization of Complejo Juan XXIII.
